  • Barnet LIP

    The third Mayor’s Transport Strategy (MTS) was published in March 2018 and sets out a new strategic direction for transport in London. It aims to change the way people choose to travel with an overarching vision for 80% of all trips in London to be made on foot, cycle or using public transport by 2041.

    Each London Borough has to prepare a Local Implementation Plan (LIP) containing proposals for the implementation of the MTS in its area.

    Barnet’s draft LIP includes Barnet’s transport objectives and identifies key local issues, challenges and opportunities to achieving the overarching mode share aim and nine MTS outcomes. It includes a delivery plan that sets out, in broad terms, the proposals and resources that will deliver the LIP objectives and targets associated with indicators related to the MTS outcomes.

    A number of statutory consultees will be specifically invited to comment on the draft LIP, but we want everyone who lives in or visits the borough to have an opportunity to comment too.

    have the main challenges and opportunities to delivering the MTS vision and outcomes been identified (pages 24-60);
    are the borough transport objectives identified in the document (pages 26-29) suitable for addressing the challenges;
    should the LIP include other major proposals or general areas of work (pages 62-74 & 80-81);
    should any other targets be identified (pages 103-110)

  • Brent LIP

    Statutory and public consultation on their draft documents is a requirement for Boroughs preparing their Local Implementation Plans. The draft London Borough of Brent Local Implementation Transport Plan (LIP3) sets out how the Borough Council proposes to implement the Mayor of London’s Transport Strategy at a local level in Brent. The plan uses the Borough’s Long Term Transport Strategy objectives and sets out how the future of transport for Brent will be provided up to 2041. It proposes a three-year programme of investment for the period 2019/20 - 2021/22. Under the Mayor’s Transport Strategy a further three year programme will be consulted on in the future.   • A111 Chase Side - improve safety for cyclists

    The A111 Chase Side is a useful and direct commuting and leisure route for cyclists, linking Southgate and Cockfosters. Safety improvements are needed for cyclists using the road, particularly at central refuges forming pinch points where close passes are a frequent risk.

    More extensive infrastructure, utilising wide verges, service roads and semi-segrated lanes, could provide a safe route to increase levels of cycling to local schools, shops and sports facilities.

  • A111 Cockfosters to Hadley Wood

    Convert the footway along the A111 Cockfosters Road to shared use between the entrance to Trent Park and Waggon Road. This would link with the existing segregated cycle track from Cockfosters tube station to Trent Park and to Sustrans Route NCN 12 and Hadley Wood train station. It would allow residents in new developments along Cockfosters Road and the large planned development within Trent Park to cycle to both stations and beyond.

    The A111 is narrow and busy, with insufficient room to overtake a cyclist safely if there is oncoming traffic. Motorists can be aggressive and pass cyclists very closely, so only the bravest cyclists use this road. During morning and evening commutes there are long queues of traffic, making it difficult and unpleasant to use the road on a bicycle.

    The footway on the west side of the road has very few pedestrians and is wide enough to allow dual use or be upgraded to segregated use. It also has dropped kerbs to allow cyclists to cross side roads.

  • Chalk Lane Cockfosters - cyclist contraflow needed

    An 80 metre length of Chalk Lane is one-way northbound, preventing use by southbound cyclists wanting to avoid the busy A111 between Hadley Woods bridleway and Cockfosters Station, where there is a safe Pelican crossing onto the cycle track linking to Oakwood and beyond.

    An 80 metre long contraflow for cyclists would fix the missing link and provide a safe and mostly off road cycle route all the way from Enfield to High Barnet.

    London Cycle Design Standards state: "Unless there are over-riding reasons not to, there should be a presumption that contraflow cycling should be provided for in any one-way street." (4.3.9 Two-way cycling in one-way streets).

    Chalk Lane used to be two-way until a new housing estate was built in Verwood Drive, when it was made one-way to stop too many cars emerging onto the A111 next to the tube and bus station. However, there is no reason to stop cyclists.

  • Kentish Town Planning Framework

    Camden are consulting on a proposed planning framework for the northwest part of Kentish Town. This essentially covers the Murphy’s and Regis Road sites and is designed to set parameters for when/if the sites are redeveloped. The consultation is at goo.gl/6GaJEd and is open for individual responses until December 7th.

    We will be putting in a response from Camden Cyclists so please use one of the threads to add your comments by the end of November. We are particularly focussed on cycle and pedestrian permeability.

    Islington Council is planning to introduce a School Street Scheme to improve air quality around
    Duncombe Primary School and create a safer, more pleasant environment for everyone. The Council would like to hear your thoughts on the proposal.

    The proposal is to trial a temporary road closure on Sussex Way and Hatchard Road (between
    Marlborough Rd and Cornwallis Rd) between 8.30am-9.15am and 3.15pm-4pm during school term time.

    Vehicles will not be able to enter the street between these times unless they have been given an
    exemption. Residents and businesses who live and work on a school street will be able to register for an exemption as well as Blue Badge holders. The scheme will not operate in the school holidays or at weekends.

    Signs will inform drivers of the restrictions before the entrance to the closed street. Non-registered vehicles entering the street during the times of operation may be identified by camera and issued a penalty charge notice.

  • Enfield Transport Plan - Local Implementation Plan

    "The Enfield Transport Plan (ETP) outlines what we will do over the next few years to improve those parts of the transport network which the Council is responsible for. Alongside this there will be continuing maintenance and, at the other end of the scale, delivery of strategic projects, such as the new Meridian Water station.

    The core of the ETP is Enfield’s third Local Implementation Plan (LIP), which is a statutory document setting out how the Council proposes to help implement the Mayor of London’s Transport Strategy. The LIP also details how we propose to spend funding received from Transport for London (TfL).

    At the heart of the plan is improving people’s health. Our local priorities reflect this, with a focus on making travel more sustainable, active and safe:

    • Making active travel the natural choice, particularly for those trips less than 2km in length.
    • Making more school trips safe, sustainable and healthy.
    • Reducing the impact of private vehicles on our streets.
    • Making the public transport network more accessible and the
    natural choice for longer trips.
    • Maintaining our assets for the benefit of the public."

  • Higham Road and Wilmot Road, London N17

    The following proposal has been received from Haringey traffic engineers. Please add your comments to the discussion thread to inform our response:

    'We have received complaints from residents and previous ward councillors that Higham Road and Wilmot Road often suffers from severe congestion caused by the narrow width of these roads, which form part of the W4 bus route.

    In order to improve general traffic flow and the reliability of the W4 bus service, we propose to convert sections of these roads to one-way working, except cycles.

    The key measures are listed below:

    - Convert Higham Road from Downhills Park Road to its junction with Hastings Road to one-way working, in a northbound direction, except for cycles.
    - Convert Wilmot Road from its junction at Hastings Road to Pendennis Road to one-way working in a southbound direction, except for cycles.

  • Brent Cross South developement

    Brian Atkinson and I attended a meeting on BXS last night. Ben Tansley from Brent LCC was also present representing local residents on the Brent side of the development. I have drafted an email (see below) to Julia Finlayson of Argent. She is responsible for the road layout. I would be grateful for any comments you would like to make on this draft before I send it.

    Dear Julia

    It was nice to meet you yesterday. Thank you for your presentation at the meeting at Whitefield School. I welcome the facilities for cycling within the development but I am concerned with both the eastern and western access to the new High Street and Claremont Park Road. I learned after the meeting that the road bridge just south of the new station is not due to be completed until 2030. As discussed last night, this will mean that the eastern access to the new development will be via a subway where cycling is currently prohibited (though the ban is largely ignored) and until 2030 the western access will be via a bridge that involves lifts and where one will be expected to walk one's bike across a pedestrian bridge within the station. No-one would design facilities for cars you couldn't drive over. Why should there be cycle routes you cannot ride on?

    I understand you will be meeting Barnet's Highways officers shortly. I would be grateful if you would make the above points to them. A short term solution at the eastern end would be to remove the no cycling signs at the subway connecting the footpath behind Tescos from Marble Drive to the other side of the Hendon Way and build a short section of cycle path on the pavement from the eastern side of the subway to connect it with Woodville Gardens. I would suggest a white line through the subway demarcating pedestrian and cycle sides of the path and/or "Cyclists give way to pedestrians" signs.

    On another matter, Ben Tansley suggested at the meeting that the whole area would be suitable for a 20 mph zone. Barnet Cyclist would endorse this view and I'd appreciate if you would raise this at your meeting with Barnet Highways. You mentioned that you would be trying to reduce speeds with suitable designs and we would welcome this.

    Lots of interesting stuff about inclusive transport regarding trains, buses, cars, public realm, streets and yes a bit about cycling too. Quotes:

    Shared Space:

    8.11 While we consider CIHT and DPTAC’s recommendations and how to take them
    forward, we are requesting that local authorities pause any shared space schemes
    incorporating a level surface they are considering, and which are at the design stage.
    We are also temporarily suspending Local Transport Note 1/11. This pause will allow
    us to carry out research and produce updated guidance.

    Objectives regarding Cycling:

    • Update Local Transport Note 2/08, which sets out the Department’s guidance to
    local authorities on designing safe and inclusive infrastructure for cyclists, to take
    account of developments in cycling infrastructure since its publication in 2008 and
    the responses to the draft AAP consultation and publish a revised version by early
    2019;
    • By 2020, explore the feasibility of amending legislation to recognise the use of
    cycles as a mobility aid71 in order to increase the number of disabled people
    cycling.

  • ECC 1 - Serious safety issues at junction A105 / Green Dragon Lane

    A105 Junction Green Dragon lane

    Serious safety issue due to low visability of cycle lane and wide sweeping junction allowing drivers to turn at speed. The danger areas are one of the two lanes of traffic exiting GDL not giving way to bikes, or a left hook by drivers turning into GDL (cyclists will not have seen driver signaling from behind).

    This junction should always have been either a) signalised or b) low-traffic neighbourhood treatment given to Green Dragon Lane and area to reduce traffic volume on GDL.

    We suggest:
    1) reducing GDL to two lanes only;
    2) removing ped island;
    3) adding reclaimed space to footway to make carriageway narrower to cross;
    4) set back cycle lane one car's length before the junction, as for eg Park Ave treatment.

  • ECC 3 - Short green signal at junction A105 / Station Road

    Short, delayed green signal for cyclists NB with push button at junction A105 / Station Road. Most cyclists stay in the carriageway We suggest removing push button and a green cycle phase northbound moving with the traffic on Green Lanes. Drivers turning into Station Road will have to give way to bikes going ahead, with the same rules applying as for cars turning into any side road. This is easy and should be a quick fix!

  • ECC 4 - Cycle lane crosses a very wide junction at Fox Lane / A105

    At A105 junction Fox Lane, north-bound cycle lane crosses a very wide junction - difficult to cross Fox Ln on foot, flared turning allows vehicles to turn at speed
    1) Filtered permeability in Fox Lane neighbourhood would reduce traffic volume and the dangers at this junction;
    2) failing that, perhaps a narrow entrance to Fox Lane with a planter in the carriageway or
    3) a parallel zebra crossing over the mouth of the junction
